    In South Africa, social grants administered by the South African Social Security Agency (SASSA) provide vital financial support to those in need. While many citizens and permanent residents are eligible for various grants, refugees and asylum seekers may also be able to access certain benefits. However, eligibility depends on their legal status, the type of grant, and other specific conditions.

    This article explores whether refugees and asylum seekers can qualify for SASSA grants and outlines the key requirements for each group.

    SASSA Grants for Refugees

    Refugees, as defined under the Refugees Act of 1998, are individuals who have been granted asylum in South Africa due to a well-founded fear of persecution in their home country. Refugees with recognised status (under Section 24 of the Refugees Act) can access nearly all major SASSA grants.

    Eligible Grants for Refugees

    • Child Support Grant: Financial assistance for parents or caregivers of children under the age of 18.
    • Foster Child Grant: For individuals who are fostering a child in need of care.
    • Disability Grant: A grant provided to individuals who are unable to work due to a physical or mental disability.
    • Older Person’s Grant: For South African citizens aged 60 or older (aged 55 for women), refugees may also qualify if they meet the age requirement.
    • Care Dependency Grant: Aimed at caregivers of children with disabilities.
    • Grant-in-Aid: For individuals who require full-time care due to a disability.

    Requirements for Refugees

    To qualify for these grants, refugees must meet the following requirements:

    • Valid Refugee Status: Refugees must have a recognised refugee status permit or refugee ID.
    • Residency: Refugees must reside in South Africa.
    • Additional Criteria: Depending on the grant, other conditions such as age, means testing, and medical assessments may apply.

    SASSA Grants for Asylum Seekers

    Asylum seekers are individuals awaiting the determination of their refugee status. Generally, asylum seekers do not qualify for most SASSA grants, as these are reserved for South African citizens, permanent residents, and recognised refugees.

    Exception: Social Relief of Distress (SRD) Grant

    The Social Relief of Distress (SRD) grant is the only SASSA grant that asylum seekers can access. However, there are specific conditions that must be met:

    • Valid Section 22 Permit: Asylum seekers must have a valid Section 22 permit issued by the Department of Home Affairs.
    • Registration with Home Affairs: Applicants must be registered with Home Affairs.
    • Means Test: The asylum seeker must meet SASSA’s means test, which ensures they have little or no income and are not receiving other social grants or government support, such as unemployment insurance or COVID-19 relief.
    • Covid-19 SRD Grants: For asylum seekers applying for the Covid-19 SRD grants, their special permit or asylum seeker permit must have been valid as of 15 March 2020.

    How to Apply for SASSA Grants

    Refugees

    To apply for standard SASSA grants, refugees must visit a SASSA office with the following documentation:

    • Refugee ID or Refugee Status Permit.
    • Proof of Address.
    • Means Test Proof: Depending on the grant, applicants may need to show proof of income, medical assessments, or age.

    Asylum Seekers (SRD Grant Only)

    Asylum seekers who qualify for the SRD grant can apply online via the SASSA SRD portal. The application requires:

    • Section 22 Asylum Seeker Permit.
    • Home Affairs File Number.
    • Phone Number (as registered with Home Affairs).
    • Proof of Address: Asylum seekers must provide proof of residence in South Africa.
    • Means Test: They must also meet the necessary financial criteria.
