Joburg Households to Face Tariff Hikes in 2025: Proposed Increases for Utility Bills

If you live in Johannesburg, you’ve probably already felt the strain of rising costs across the board — from food to transport. But 2025 is shaping up to be a year of even more financial challenges as utility tariff hikes loom on the horizon. Whether it’s your electricity, water, or refuse removal charges, there’s no escaping the increases that are coming your way. So, what does this mean for you, your family, and your wallet?

Thank you for reading this post, don't forget to subscribe!

A Tough Pill to Swallow: What the Tariff Hikes Will Look Like

The Electricity Bills You’ll Soon Be Paying

If you’ve ever cursed the electricity bill after a hot summer month, you’re not alone. Eskom’s electricity tariffs are set to rise by 12.74% starting in April 2025. For the average household in Johannesburg, this will likely mean a bigger chunk of your budget going to electricity.

But that’s not the whole story. On top of Eskom’s increases, the City of Johannesburg has its own tariff hikes coming into effect from July 2024. Residents can expect a further increase of around 12.72% for municipal electricity prices. That’s a lot to stomach in one year.

ALSO READ: Nersa Approves Big Electricity Price Hike, Effective 1 July 2025

    Why the Increases?

Eskom’s price hikes are a result of various factors, including maintenance of infrastructure, rising fuel costs, and a pressing need for financial stability. According to Thembani Bukula, the Chairperson of NERSA (the body overseeing Eskom’s pricing), “We are required to ensure that Eskom is sustainable both in the short and long term, but we also need to keep tariffs affordable.”

But as anyone living in Johannesburg knows, affordability is becoming a serious concern. The combined electricity hikes will leave you paying more for the same service — and the impact will be felt most by those who use less electricity.

Water and Refuse Removal: They’re Going Up Too

If you thought it was only your lights and geyser that were going to cost more, think again. The City of Johannesburg has also approved increases for water, sanitation, and refuse removal services.

Water and sanitation tariffs will rise by 7.7%, which means you’ll be paying more for the water you use in your home. If you live in a high-density area or in an apartment, this could impact you even more, as water consumption can sometimes be less efficient in shared spaces.

And for those of us who already feel the weight of waste management costs, refuse removal charges will also go up — by 5.9%. Yes, it might seem like small increments at first glance, but with all these increases stacking up, it won’t be long before you notice a significant difference in your monthly expenses.

Who Will Be Hit the Hardest by These Tariff Hikes?

While these price hikes will affect everyone, it’s the smaller households and low-income families that are likely to feel the pinch the most.

Imagine a single mother in Soweto who’s already juggling the cost of groceries, school fees, and the rising fuel prices. For her, an increase in electricity costs could mean having to choose between keeping the lights on or cutting back on food for the month. It’s these kinds of real-world situations that make these tariff hikes especially tough.

Even for middle-class families, these hikes can result in a significant increase in monthly expenses. For instance, if you’re already managing a tight budget, a 12% increase in your electricity and water bills could be a huge blow.

The Ripple Effect: Businesses Struggling, Too

It’s not just households that will feel the impact. Local businesses, especially small ones, will also face rising operational costs. Imagine a local café or a small shop that’s trying to keep its prices competitive but also facing skyrocketing electricity bills. In the long run, business owners may be forced to pass these costs on to consumers, which means we could see prices across the board go up.

How the City of Johannesburg Is Responding to Eskom’s Proposed Hikes

The City of Johannesburg isn’t sitting quietly while Eskom proposes its massive 36.15% increase for 2025/26. In fact, the city has rejected this proposal, calling it excessive and unfair. Isaac Mangena, spokesperson for City Power, argues, “The potential for such a steep increase is not only unsustainable but also morally unacceptable for our residents.”

The city’s rejection of Eskom’s proposed hikes is good news for residents, but the reality is that the municipal hikes still leave many households struggling to make ends meet.

How Can You Manage the Impact of These Tariff Hikes?

While there’s not much we can do to change the rates themselves, there are several things you can do to reduce the impact of the increases on your monthly utility bills.

    1. Embrace Energy-Efficient Practices at Home

The good news is that you don’t have to sit back and accept the hikes without a fight. Simple, energy-saving practices can go a long way in reducing your electricity bill. For example:

    • Switch to energy-efficient appliances and LED lights.
    • Turn off appliances and lights when not in use.
    • Install smart meters or energy-saving devices that track your usage.

These small changes can add up over time, reducing your electricity consumption and saving you money.

    2. Consider Solar Power

Investing in solar power can be a game-changer for your electricity costs in the long run. Although the initial setup costs can be steep, solar power systems offer significant savings by reducing your reliance on the national grid. The City of Johannesburg is offering rebates and incentives to make solar energy more accessible, and many residents are already exploring this option as a way to take control of their energy costs.

    3. Be Water-Wise

Water usage can often be one of those overlooked areas where we can make a big difference. Installing water-saving devices such as low-flow showerheads or fixing leaky taps promptly can help reduce your water consumption, which will, in turn, lower your water and sanitation bills. Additionally, using less water will ease the pressure on municipal resources, which is good for the environment as well.

    4. Reduce Waste and Recycle More

Since refuse removal charges are increasing too, recycling is one of the easiest ways to reduce waste and minimise the impact of rising refuse costs. By cutting back on unnecessary waste and separating recyclables, you can reduce the volume of waste collected from your home.

Navigating the 2025 Tariff Hikes in Joburg

The tariff hikes coming in 2025 will undoubtedly challenge Johannesburg residents. From electricity to water to refuse removal, the increases are expected to place a significant financial burden on households, particularly those already struggling to make ends meet.

But as with all challenges, there are ways to navigate these rising costs. By embracing energy-efficient practices, investing in renewable energy, and being conscious of water and waste usage, you can reduce the impact on your utility bills and make your home more sustainable in the long run.

While the city’s rejection of Eskom’s steep tariff hike is a step in the right direction, the reality is that these increases are unavoidable. The best thing you can do is prepare now, stay informed, and take proactive steps to manage your household expenses.
